Focused Aim not applying Minor Fracture

Pretty much the title.
I'm not seeing the debuff being applied.

Is see it is renamed to Minor Breach, but it is not applying any debuff.

I created a DK on PTS and the Puncture is appling it but not Focused Aim. I have not tested to see if it is just not showing the icon but I see the icon with Puncture.

More testing revealed that it is just the icon that does not show except I also found out that it appears Piercing Armor is giving Major Breach to physical damage.
