The chest (or resource, or thief's cache, or fishing hole) won't respawn until someone empties it completely.
I tested this again on 10/10, since it had been a few years. A chest with items left in it despawned in 10 minutes. If you wonder about this, go and test it out yourself. It is easy to do.

Good onya mate, appreciate the answer. I suppose I'm as lazy as those fine folks who don't empty the chests in the first place as I really couldn't be bothered to wait... Having said that, 10mins is indeed a long time to wait, especially if you're busting for a pee.

If you want to blame something for it, then blame the storage system, that is designed to produce scarcity so you can't pickup every crap you find. It's the same with partially farmed mats and furniture, but no-one complains about that?
Of course you can pick up everything. If I go chest-farming, I empty my inventory and open lots of chests. Once my inventory is full, I vendor everything I don't need and continue. Unless of course you have one of those lovely friendly members of the ESO community who see someone next to a chest & not actively interacting with it & decide to take whatever is in the chest regardless of what the player next to the chest is doing or intends upon doing

But what I've come to realize is that it's just selfish people doing selfish things.
They believe that their time is more valuable than yours. Period. It doesn't matter about the respawn time. It doesn't matter that the could take the item and destroy it. They just don't care.
These are most likely the same people who queue as fake tanks because "normal doesn't even need a tank".
It used to bug me more than it does now. Now, I just grab whatever garbage is left, and move on. There is no point in trying to convince people that what they are doing is wrong, since they simply couldn't care less.
