Do you mean where they posted their Standard maintenance windows or where they posted that they intended to ignore it?
The former someone will give you, a search of the forums will find it but I've never seen the later.

I'm not up to speed with modern day software. If I remember I think my first MMO was Ultima Online back in 1997. In almost 20 years has anyone been able to develop a way to push hotfixes/patches live?
I.e. You can download updates etc. for Microsoft products in the background, some (not all) may then require a reboot/restart.

It will most likely be available under the patch notes area once the update is completed. Most providers don't post detailed patch notes until after the update is completed. There are a lot of good reasons for that policy.

I understand that, but given that whatever hotfix was rolled out is already live on the EU server it seems odd to me to wait until they've applied it to the US server before we find out what it was.

As we saw as recently as two weeks ago issues have occurred on the same code base on one server array that did not express on the other. If it was me, and I have been in this situation, just not in gaming I wouldn't accept the risk of a public release of updates until I was certain that all of the noted issues were addressed and verified as being fixed (On both server arrays).
Call me risk adverse but its a survival skill.
