But then that raises the issue of potentially "dead" servers.
I would love to see a new PVP map added. Maybe another mix PVE/PVP like IC. I think the best place for this would be the Colovian Highlands between Cyrodiil and The Gold Coast.

Because cyrodil is stale after the same objective for 5 years. And they are working on the issues as to why the servers lag so bad but that’s no reason not to come up with a fresh new pvp experience that could potentially bring back thousands of pvpers

investing resources into a "fresh new pvp experience" is a huge waste if pvp barely works. Those thousands of pvpers will just leave again.
Until and unless Zos can fix the open-world PvP we currently have it is pointless and a waste to create a new map. We have seen both Cyrodiil and IC experience the same sever lag issues that have contributed to shrinking the PvP population to a small fraction of what it once was on some servers.
As such it would be a very bad idea for Zos to consider a new open-world PvP map at this time.

Anyways as we know in cyrodil the most epic fights always take place at the last emp keep. Whether your defending or pushing its almost guaranteed that the last keep is going to be one hell of a fight. I propose a map that recreates this scenario.
Picture this. A large castle in the middle of the map. A castle with 3 layers of defense. The citadel the inner wall and the outer wall with a large portcullis. Outside the outer wall are 3 large keeps similar to the home keeps of cyrodil. These outer keeps are also protected by an unbreakable 3rd wall and portcullis. In order to open the portcullis to the castles outer wall you must own 1 of these 3 keeps. And break through the 3 layers of defense to take the center flag much like the scroll temples. The alliance that holds the castle spawns directly in the castle while the opposing alliances spawn at alliance bases at the edge of the map just like we do now.
Additionally outside these 3 outer wall keeps there are 2 outposts outside of them. And just like the outer wall of the castle these 3 outer keeps have an unbreakable 3rd outer wall with a portcullis That only opens the keep to attack if you own the 2 outposts. Outside these outposts are 3 resource camps just like cyrodil. By owning all the resources you buff the guards and walls of your outposts outlying keeps and the castle.
This makes this map an eternal 3 way fight for the castle and a constant defense for the occupying alliance. I would also propose a new rank structure for this map. 50 levels just like cyrodil. There can be delves and skyshards scattered across the map and within each keep and the castle. The new rank structure would place a new daedric themed rank icon on the opposite side of your name as your cyrodil rank. This will give older players new ranks to grind with a new map and brand new pvp objective similar but also different than cyrodil. I imagine a cold dark wasteland with natural hazards outside the walls like daedric incursions that can hamper small groups.
This new map/server would add a much needed new longevity for older players who are tired of just farming ap in cyrodil to get grand overlord on a new character. This will give older players a reason to return to their older toons and farm something new. I actually think it will increase the pvp population as well Especially if they removed some of the less popular campaigns while adding this new server. Most of the hardcore pvp players who have already beaten everything in cyrodil will migrate to this new server since there will be new ranks to farm thus creating a more new player friendly cyrodil for them to learn to play in since the major players won’t be there to hammer them.

Well aside from the lag IC is a flop because there’s nothing there with longevity. No tanks no leaderboards no real objective except farm telvar for armor and mats. And as stated if they were to fix the lag would this sound like a fun campaign? My post isn’t so much about is it a good idea because of lag but rather does this pvp server sound fun

So you seem to agree, that until and unless Zos can fix the lag there is no reason for Zos to consider adding another open-world PvP map.
As such it is not the time for a new open-world PvP map. It does not appear to be even close to such a time.

The new map idea does sound interesting, but doubt they would dump the money needed to make it happen. And lets say the PvP crowd returned and the lag / poor performance was still around; don't you think they would walk right out the door without any intention of ever walking in again?
IMO they should have taken the time to rework the entire game from the ground up, even to the point of making ESO 2.0 But that window has firmly shut (not to mention devs had said it's not an option)

That’s not what I said at all. I said that it wasn’t a reason not to make the server. I’d rather have lag and a new pvp experience over lag and the same boring pvp Iv done for the past 5 years and Iv done all the pve content as well.
