There's thousands of them. They can blanket ban based off of criteria but innocents can always get caught in those webs. They need to continually work on ways to counter the problem and it's an on going issue. They have banned thousands already.
It's not like there's just maybe 50 or something. It's literally thousands. And each person who goes to their sites and actually tries to buy gold ends up compromising their account/system etc and making it worse likely.
They can't sit there and read every report one little one at a time. Most places (Even wow) did their bans in waves.
Give it time, it will die down as their system gets better and people stop being dumb enough to go to those sites.
However, just like every other mmo, gold sellers will never disappear 100% because there's always someone stupid enough to visit the sites.

Yep Gw2 *** all over ESO tenfold.
For a free to play title it has everything that a mmorpg needs (Auction house, intuitive game features, hardly little to no golds spam etc)..well maybe not end game but what the hey, can't have everything.
