Sadly, too many players say "oh, but this is a PvP zone, so I am entitled to do this". As we've seen before, zos give you the choice to be an arse, but whether you take it or not, that's up to you....

I like the idea of this but also making it work for Cyrodiil Delves. The reason why is well sometimes you go in to clear a skyshard and well some enemy player is there and at times have to make sure to avoid them or get well killed if they attack you. So for those purposes I would support this item that way delve achievement and skyshard farmers would have protection from being butchered and having to travel all the way back to the delve only to be killed again. Though it should only work in those kinds of areas.
Open world still will be fair game to getting killed by other players. All it would do is protect you at quest locations and then the delves. Open world quest locations should be a certain feet away from a quest npc and that npc has a protection circle leave that circle and still get killed by other players. So it won't just be active everywhere just in some locations. That way its not exploited. Oh while having it active you can't attack other players for the duration or lose it. So that would be another draw back.
There is a Telvar Gathering Tank Build out there. You are basically unkillable, although you can't really do any damage. But you can absorb damage all day long if you keep your rotation going.
That is the best revenge against gankers, not dying. They will leave you alone once their fingers start cramping.
I`m guessing that you are referring to Imperial Physique, this set is for Imperial city.
I have a rule when I quest in towns during special events.
I don't attack the questers.
Though if they attack me or other AD players or the flag guardians they are toast!
If by any chance you attacked the poor NPCs guarding the flags, you deserve what you got.

Other option you have, if you're trying to avoid combat, is to try to do the quests in a low population campaign or at low population hours of the day (earlier in the morning or late at night > ALWAYS outside the prime time hours).
Don't forget, invisibility pots are your friend if you think you can't confront the other player(s) at some point.
