I think it's because of how much they want vampires to rely on health. The issue with that is damage for every single vampire ability is scaled off max magicka and spell damage. So if a vampire decided to build into health the only way they'd have similar damage as before is if they hurt themselves.
I don't really like where ZOS is taking vampire builds as it doesn't work very well in practice, and managing my health to deal more damage feels more like a chore than a fun mechanic. Reason being is it's the one resource pool you can't have hit 0, ever. If it does that's game over.
Which is another reason why the whole direction is just rediculous. Funny to how they're trying to make vampires build around one damage dealing skill, and then they nerfed it. Also an ability stamina builds can't use.

This is also kind of wack, I feel. I wonder if eviscerate will even be worth taking if these exact nerfs go through? I'm giving up being a safe distance away to fight something in melee range wearing light armor. If I'm not doing a ton of damage, what makes it better than my class spammable? And why should I take vampire that makes my class spammable cost more?

Had ZOS been smart and introduced major lifesteal into the line, slot of these problems could have been avoided. But instead of fighting like a vampire, it's now the bloodfiend simulator.
