Wrothgar Master Relic Hunter Achievement unable to finish

As per title, i'm unable to finish the achievement due to all items already being collected and placed, but the Scepter of the King-Chief has not updated.
I've finished both the quests, including the quest which unlocks after you finish the Orsinium Main Story Quest-line.
A ticket has been sent, but i keep getting automated responses,
