Can I just point out, ZoS have alot bigger issues at the moment with the servers not working (many many issues). End game ESO (PvE and PvP) is dying hard due to the issues, so please remember that this SHOULD be very low on their priority list.
Maybe the model for male heads is different enough from female heads that some of the hairstyles would clip or float and look weird and it would require effort to replicate the same hairstyle for the other model.
Most likely it would also be effort they couldn't sell, because there would be outrage at selling the male or female version of the same hairstyle that already exists.
That's my theory anyway.

As heaven13 brought up, only the hairstyles we originally launched with are like this, and all later hairstyles are gender-neutral. Future hairstyles will continue to be gender-neutral as well.

Wouldn't be any worse than false lashes and pompous wedding dresses. Items that big hairy Nords can already wear now, if they want. It's improbable that most of the players would use them for male characters anyway.
If ppl are uncomfortable with long haired men what are they even doing in a high fantasy game.
