ZOS can mechanically only do so much on their end. There may be some sort of system in place (possibly a requirement) to pass along more serious allegations to law enforcement. If the situation gets that serious, that would be the next step more than likely. ZOS can ban accounts over and over, but if an individual knows how to bypass those restrictions, they can just keep making new accounts.2
