Game will generate a 1 to 4 number every 4 aedric spear damage tick. Lets say it is '3'.
'3': Player will have to deal 3 times to proc it. 4th hit never gonna proc BL.
'1': your first atack will proc BL. Other 3 never procs.
'2': your 2nd atack proc. 1st, 3rd and 4th never gonna proc.
'4': your 4th atack proc BL like in pts, others never proc.
This fix will reduce rng a lot, it wont be taxing on server because server dont calculate 25% with every tick, direct damage skills will still have BL value.
What I suggest vs PTS: in pts, '4' is set. What I suggest rotates '1', '2', '3', '4' to make it feel more similar to live patch.
What I suggest vs live: server have to generate a number time aedric spear hits something. My suggestion reduce this to 1 generation every 4 tick. Boht of these can proc at 1st, 2nd, 3rd and 4th atack.
