This question is probably going to be the deciding factor.
When I played on console the main problems I had were the following (which is why I stopped playing):
1: Large scale PvP was impossible. As soon as you get to a siege the game would sputter, attacks won’t fire, and you die without anything hitting you. BG was leagues better.
2: PvE would sometimes lag out but not frequently. This was evident in VMA.
3: infinite load screens which eventually froze.
These were the performance issues I had. Does pc have the same?
the 2 factors everyone should ask themselves before investing time and/or money in ESO is:
1) Do you enjoy RPG's / MMORPG's ?
2) How well does the game perform ?
ESO is probably one of, if not the best MMORPG's around currently, so you cant do much better than this, so if the answer to question one is 'yes' then it's a no-brainer.
Unfortunately ESO also suffers from game breaking issues but it depends what platform you are playing on, what the quality of your hardware and internet connection is and what content you gravitate towards.
I was lucky enough to be able to upgrade to a new pc recently (very high spec CPU and GPU) and the difference in performance over my older PC and Mac (good spec) is massive. So I would advise that if your hardware and internet connection are anything less than optimum then be prepared for some deeply frustrating issues.

The thing that holds me back is starting from absolute scratch. I have lots of gold, Flawless on all toons, and I have researched all traits on all pieces of armor and weapons.
So you can see why I’m nervous about doing this.
1) is it worth starting from scratch on PC? Is there a huge difference? Eg lag in PvP.
2) What has changed in the last several months. Last time I played was a month after Elsweyr. When I was on last time, the best classes were StamCro and MagBlade and sorcerer, which was my favorite class, was nerfed to Oblivion. Is Sorcerer still trash pvp?
3) What is community and economy like in PC than on Xbox?
4) Is there any way to xer my Xbox account to my PC? Idc about the gold I just want my traits lol.
5) Is there any new mechanics for combat?
Please, all advice is appreciated.

Lag, crashes, freezes etc in PVP depends entirely on the campaign population, time of day and your own hardware.
As long as your rig and internet set-up is optimal then there is very little issue in any campaign that isn't pop locked, even during prime time.
Having said that, during prime-time on pop locked campaigns you cannot play as intended no matter what set-up you are using. Avoid like the plague !

Is that a PCIE/M.2 ssd or SATA? The size wont leave much room after windows and ESO are installed. Everything else looks ok.

Stamcro and Stamden are still the strongest classes. Magden and magcro are the strongest zerglings classes.
Stamblade still hits like a truck, magblades are tanky af, DK in general is in a good spot (leap ftw)
Magsorc is still easy and probably the best 1vsX class apart from stamcro and Stamden.
Templar in general is in a good spot.
Then there is stamsorc which is still trash 6 years later and requires a lot of practice to master👌

Interesting you say that bc when I did StamSorc I OBLITERATED anyone that came my way. I was 1v4 and still win. I was amazed at how insane it was.

I HAVE HEARD several comments about not getting ESO on steam? Can anyone confirm this?
I have a gift card to steam and would use it on Greymoor and Base Game.
