Problem:
We've had a number of player-trolls that often like to bring in a low level player who trolls the same alliance. After a guild or force moves to take an opposing alliance scroll, this low level troll of the same alliance snatches the scroll and runs the scroll deeper into the opposing alliance lands. People not understanding what is happening protect this trolling player from opposing alliance, further causing issues. This often results in a failed scroll run and given how much scrolls are worth in the alliance scoring system it can be quite detrimental. There is currently no mechanic to stop the player other than death by the opposing alliance however this is often mitigated if they are communicating via discord to the opposing alliance and word reaches their zone chat.
Solution:
Introduce a mass report system, of the same alliance only, that automatically kills the player. Obviously you'd need a sufficient number or percentage of players of the same alliance to report or this could be open to abuse and you would also need to limit the amount of time this kill could be done on a player to once per x hours with the x to be determined - I mean how often could this player steal a scroll in a single day, right?
Time we were given our own tools to self-police if the inherent system is not being built to police itself.

This game is full of exploiters. They are just more visible in Cyrodiil and PvP.
ZOS carefully said nothing about exploits and bugs identified in the previous Midyear Mayhem. I wouldn't be surprised if they said nothing about this -- especially since this isn't a bug. It's the player base doing it to themselves.
They are ruining the game for others and ultimately it ruins it for themselves when all the real players are gone and other players start cheesing them too, either to level the playing field or because they ae cheesers and exploiters themselves.

No matter what someone's gonna figure out a way to exploit this because it's in the control of the players.

No. Scroll trolling (picking up a scroll and dropping it in slaughterfish or giving it to another faction) has been happening for years.
I can’t name and shame but we have at least one regular known scroll troll who we always watch out for on pc/NA/cp DC.
