I keep reading posts stating how easy it would be but I really do doubt that it is easy.
All the games you mentioned are garbage.This is the one thing that SWTOR, with all of it's instancing, (too much really), has gotten rid of. There's none. At least none noticeable. I have never seen it the way I've seen it in this game. Admittedly, I haven't played WoW, but AoC, Champions Online, TSW, Star Trek Online, SWG, and a couple of others, and I've never seen anything like it here.

Seriously doubt it. Carbine are on the ball with fixes, bug squashing and constant improvements.
I don't think they're as vain as ZOS and chose to ignore everything that makes other mmorpg's work and do things their own flawed way.

Carbine is that way at the moment. ZOS was that way in closed beta. It is not uncommon for bugs from betas to exists even months after the game is released.

It was very easy. Don't design open world dungeon bosses who constantly respawn and constantly drop loot in the first place. Botters could not have designed it better themselves.
Stable door solution - auto-port toon jfrom boss location 2 minutes after kill and seal dungeon for 24 hours to that character.

How much testing was done prior to launch and how much of those reported bugs and feedback were applied to the live game?
Bots and farming started a few days after early access, the spam soon after that yet no fix.
It's not like botting and gold spam is new to the industry so what's the deal here?

I doubt that would stop bots, did you know on some games such as Runescape some bots have been programmed to speak when they are close by to people who say certain things example:
Player: Hello
Bot: Hello
Player: How are you?
Bot: Fine
Player: What's your range level?
Bot: My ranged level is: 72.
So if you think them putting physical actions in will stop them... trust me lol they ALWAYS find a way around it. Jagex the owners of Runescape even hired one of the people who used to make bots to help fix the problem lol.
What ESO should do and literally every other game that is exploited by gold selling sites is all get together and take them websites who sell gold and ruin their games to court! They must be breaking some sort of laws...
I wouldn't give minimum wage people the power to ban people lol. You are still talking about real money and real rights. I think it might be more difficult then it may seem. With every solution to a problem there will be another problem. And the botters will find another way if they take away this one.
Zenimax already announced they are addressing the issue. This will take some time. It's about thousands of accounts and growing probably.
While you might not see them actively banning them. They said they already stopped thousands of gold spammer and botters.
If they make the dungeons so that you can only enter once per hour or 2 the botters will find another way to farm. This happens in every mmo and will always be an endless battle. Saying zenimax isn't doing anything about this is ignorant.

Again, this is not something that is easy. Every MMO struggles with these issues. No MMO reduced the botter and spammers to the point that people don't notice them in the first month. Most are lucky to do that in a year. Older MMOs that have done that still get instances where the botter and spammer population rises due to new approaches, or simply a new expansion coming out.
