Has No-cp pvp become pay to win with this item?
In my honest opinion it did....

If being able to buy skill points and skill lines in the cash shop didn't set off your alarm bells already, well...

    I have no words, frankly.

LMAO...ESO is not pay to win. Pay to win games require the items to be sold directly in the market place to offer said advantage or have a very easy way for players to convert real currency to game currency (without any chance of being ripped off) to acquire items quickly and easily.

ESO game design is pay to play.

Every expansion, somebody says "X" new content is pay to win.
Also, every expansion, people need to have the concept of pay to win explained to them.

"Pay to Win" would be if I could by an OP weapon from the crown store. Items earned from taking part in new content does not count.

    Nope, it sure isn't.

    As an edit:

    And win what, exactly?

PvP? I mean, what's to win? you capture keeps to get a title.

PvE? What do you win? More gear for your character?

What exactly is this "win" part?

Oh come on everyone, It's "Pay To Advance" we have to make sure and get the right play on words to justify pay mechanisms that shouldn't be there in the first place.

I don't care what anyone says, it's just another form of P2W.

The game is designed to intentionally annoy a player enough that they would rather not repeat content and just buy it outright to skip it. It's one reason why my forum signature says what it does.

Just your normal scammy and shady business tactics folks, nothing else here to see:
Create a problem, sell the solution.

@Steev_z if you're playing an MMO and not buying any of the new DLC's or Chapters... what are you really doing? Does it even matter at that point? Would such a player even care in the first place?

You buy new content to get new stuff and experience new stuff. If that stuff isn't worth getting and experiencing, why bother?

Also, why does it seem like this needs to be explained EVERY time new content is released?

    Yes

You guys MAY be playing the wrong genre.
Imagine how unfulfilling the game would be if EVERY new class, gear item, skill line etc was worse than what the base game offered. All to avoid the (misused) "p2w" label.
That would be a VERY good way to kill off most incentive to buy DLC/expansions.

If an expansion having useful equipment in it is "pay 2 win", then every game that's ever released an expansion fits that definition.

And if an expansion can't have any useful equipment (to avoid "p2w"), then why would anyone buy it?

im pretty sure people are [snip] that the ring is BiS OP for non cp pvp on some classes, by a large amount. if you still sub to this game you shouldnt expect balanced combat tho. just ERP and try not to get any on your monitor

Nah, just play games like Terraria. It's been out for almost ten years, costs maybe ten bucks, and all the content updates have been 100% free.
