I only really care about grand changes. The small stuff just feels like, "Oh, that's a nice change, I suppose". I liked the light attack/heavy attack changes only because it tried to do something bigger rather than just adjusting things here or there.
For smaller changes, I want to see the Warden bear get ranged melee attacks so the dps isn't so situationally dependent. I also want to see Nature's Grasp turned into a link skill with one morph allowing the connected player to pull themselves to you.
Add an NPC trader to the main trading locations, with whom anyone could list a handful of items for sale, at a high commission rate the revenue from which would be split between the guilds trading in those locations.
Shorten dodge in pvp by 1 sec. The dodge buff is way to long for its animation, the fact you have to wait 1 sec after the animation is complete is really annoying. Dodge should be used to avoid a projectile not some sort of invincible buff that you can keep up by spamming it.

Replace racial passives with a birth sign system. You could select a major sign (1 distinct combat passive, eg crit damage, melee stam return, altmer passive, etc), minor sign (more basic combat passive, max stam, max mag, w/e), and retain the unique non combat buff for whatever race you are (faster skill line leveling,etc). You could monetize this in exactly the same way the current system works. Let me be a shadowscale or redguard preist without gimping myself.
Remove all classed and put their skills as general skills, availbe for everyone. It will make balancing easier and build diversity shine like bever before. Just imagine someobe streaking away just to leap back at you then stealth away or tapling charge to another target with necro armor on.
Make each outfit slot account wide instead of limited to one character. Small change that I imagine would even boost outfit slot sales. I'm not dumb enough to pee away crowns for half a dozen characters - so I don't buy any. But I'd happily buy one if they were account wide, even at twice the price.

That's actually the change I would make. Remove inventory limitations entirely. The "maximum" is just arbitrary BS to force you into the sub, and even with it, you still can't hold all the non-crafting stuff you need in your bank.
Make shorts, short pants, and speedos for BOTH sexes. And some tops that don't include things on the hips or covers over the front or back of the waist.
- BUT also make them 'in-genre'. Not like the 'modern day outfits' seen in something like FFXIV's version of this.
Just cross gender more revealing wear.
Include in this the ability to hide the WWE-belts we're all forced to wear - at a minimum this because none of my characters are luchadores (professional wrestlers), and I'm tired of looking like one...
(and if we don't do this, maybe just 'get it over with' and force us all to use names like 'El Gato' or 'The Flying Lizard' or 'The Matador' and fully roll with the absurdity of us having super-hero belts in fantasy :P )

I would transfer the rights to the Elder Scrolls franchise over to a company/studio that would respect its origins and its fans, especially one that is more interested in making a quality game instead of a predatory monetization scheme.
