Skill Names, I can understand, to an extent, as those words are kind of Arbitrary (Force Pulse or Repentance for example are not quite the literal meaning of the words). And, other than made up or arbitrary names, would not the Russian equivalent of Queens Elegance be the same word meanings in Russian? Or, am I just not understanding the Russian Language?

You're assuming Russian has terms for both those words.
Nobel Duelist might translate to something like Aristrocratic Fighter, if you where to translate it to another language and back to English again. Translations often dont have a 1:1 translation of exact meaning. Schimitar becomes Curvedblade, Arming sword becomes short sword etc etc..
