There is an high chance that PVP combat balance will only get worse when this new vampire skill line will be released.
Sadly, I expect that it will remain highly unbalanced for at least 3-6 months following the release.

Well it looks to me like they might be trying to balance it out by the ability cost weakness. When a vampire is at the fullest of power their non vampiric abilties actually will cost more and we don't know the numbers yet on that.

For those that don't know it yet or have not been paying much attention. The Vampire Skill Line is getting completely revamped. A lot like the werewolf one done sometime but this one will be be more then just adding new skills and changing things up like they did with the Werewolf. As they are reworking how Feeding works, they are adding in the Vampire Lord Form(Blood Scion) Plus adding new vampire abilties. Its going to be a completely reworked Vampire Skill Line.
I know there have been players that have really wanted to see a Vampire Lord transformation and wanted to have that experience in Eso. I did not think it was ever going to happen except maybe through a Polymorph like the Werewolf Lord. Well i was wrong and its coming with Greymoor.
The Vampire Lord form was a unique Vampire transformation heavily inspired by Underworld first seen in The Elder Scrolls 5 Skyrim Dlc Dawnguard. Unlike the Dlc the Vampire Lord form in this game will be added to the Base game and not the Dlc/Chapter likely do to technical reasons and to keep it all in one skill line. The Dawnguard dlc itself seemed to be inspired by several sources of Popular Vampire Fiction including Underworld, Buffy the Vampire Slayer, Blade and Van Hiesing. while the Vampire Child Babette part of Base Game Skyrim in the Dark Brotherhood Dlc seems to be inspired by the Vampire Little Girl seen in the Anna Rice Novel, Interview with the Vampire. Bethesda does seem to like to take inspirations from a lot of different fictions with their content.
The Vampire Lord would likely not be possible if not for Underworld Evolution and the Unique Dawnguard dlc for Tes 5 and the stuff seen in the game would not have happened without the other inspirations. Without Underworld there would be no Serana or Vampire Lord Form, Without Van Hiesing there wouldn't have been the crossbows, Without Blade there would be no, Isran as he was inspired by Blade. The Vampire facial appearances wouldn't have that Buffy the Vampire Slayer Vampire facial appearance. So that is what Made Dawnguard so successful oh and without Anna Rice there would likely be no Babette in the base game Dark Brotherhood dlc for Skyrim.
Trivial the Vampire Lord was devoleped by something called Game jam https://en.uesp.net/wiki/Skyrim:Game_Jam It orginally summoned Imps. Eventually the form made its way to the Dawnguard Dlc.
The Vampire skill line will be taking from previous interpretations seen in other Elder Scrolls games along with taking inspirations from Underworld and Dracula. While the Greymoor Chapter itself seems to be taking inspirations from Dracula, Underworld, Ravenloft, Wickerman, Wicked Witch of the West and the Chronicles of Narnia.
So it should be interesting to see what Zenimax has done with the Chapter.
