Heavy armor needs to have a speed debuff and a regen debuff.

Most stupidly tanky builds you see these days are medium even light armor builds lmao and both use Nord because of the passives. I 100% hate the tanky meta but I have been seeing quite a bit of build variety lately and that I do like 🙂

Don't touch heavy armor. Buff medium and light if you have such an issue with heavy. There are very few things that actually need a nerf. Heavy is not one of them.
Hey everyone! Look! It's a signature!

While LA and MA get to enjoy things like shuffle and shield, HA cannot even use its armor active cause a 65% snare is attached, and cp dont work in bg's or other campaigns which makes sprint speed horrible. HA is slower.

IMO that is one of the strong points of ESO character building is that you’re generally not hard limited by things like armor weight.

It's also one of the weak points, in that a lot of the time there's no real drawbacks like choosing heavy armor over light.

The drawback is significantly less damage. Nobody uses heavy for DPS in PVE unless they are just making off meta for fun.
Playing your character the way your character should play is all that matters. Play as well as you can but never betray the character. Doing so would make playing an mmoRPG pointless.
