There are a lot of things that zos should be doing that they aren't, which is why i haven't played for a long time.

I honestly don't believe they have any idea how to rework this system. And ask yourself...even if they do, how many things will it break in the process?
The code in this game seems like a sloppy mess. Can they touch something so intricately tied to combat without completley ruining how combat works? I'm personally doubtful.
My guess is going to be CP will be frozen until servers go down. Then in a "Look back on ESO" feature, some dev will say it was one of thier deepest regrets that they never got around to finishing the CP rework project.
Highly doubt they know what they are doing with it.
