Be what you wanna be...be what you always wanted to be!
But I still want to be able to do dungeons etc. I mean in dungeons I could go staff and so on but in the world I wanna use shield.
When starting, to take the easiest route is always wise.
My advice is: forget necro for the moment, level a stam templar with dual wield (bow on the back), do the quests and delves and, when time comes, some dungeon. Around lvl 40, e.g., you can try soloing the easiest public dungeons, like that near Daggerfall, without too much pain. In the meantime, groups fairly tolerant with newbies DDs are not so rare, so try random dungeons, do your damage with blades, and, when you have to step back from red circles (by all means, DO IT), use your bow.
For the moment, stay away from S&B, the damage is inferior to DW or 2H and, in my opinion, the cosmetic does not justify this loss.
When you are more familiar with the mechanics of the game, you may retry a necro, whichever build you like.
The way I read it, is that Pelinal's Aptitude harmonises your Weapon Damage/Spell Damage values.
The bonus to damage done that you get from your resource pool is not included in that value.
I might be wrong, though.
It’s fine for questing. But if you joined my dungeon group with that as a DPS you would likely be kicked. And if you joined as a tank without tanking abilities and sets you would also likely be kicked.
It’s not because of a toxicity but the fact is in group content it’s reasonable that other members can fulfill their role in a reasonable way.
You can be a magicka necro tank with 1h+s and ice staff backbar. You can use 1 universal set + swap tank/dd set + swap monster set depending on the content. For example:
1. Heavy armor Ebon + crafted Torug jewelry & weapons (1hs + ice staff backbar) + lord warden = tanking dungs
2. Light armor Mother of Sorrow + crafted Torug (1hs + lightning/inferno staff backbar) + Skoria = DD/solo
