Stuga, Bera Moorsmith, Adelle Montague (I just hate those stalkers and no, simply accepting their quests isn't really an option since we're limited to 25 quests in the quest log)
Every Argonian (always hated them in every TES game, I even go out of my way to kill them at times)
He is the reason only two of my characters have done content in Summerset. I think it is a side quest, but something tells me he is kind of required for another quest to move forward.
Of course Stuga will be the meme answer. But what peeves me even more than "Do you know how much I hate this NPC?" are NPCs who just won't stay dead.
If I've sacrificed Sai Sahan I want him to stay very dead. No, Lyris does not get to come back just because ZOS needs to sell the newest chapter. And darn Razum'dar should be very much buried in that collapsed elven ruin in Reaper's March. None of that nine lives [snip].

I find it noteworthy that the name of Abnur Tharn does not surface even once in the comments above.
Actually, I don't dislike him, but he is patently designed to be shunned. Instead, I find him way preferable to those sanctimonious Lyris and Sai Sahan. This last one is on top of my hateful list. I always make him die in the main quest, and do not return to the the Senchal DLC just to avoid his presence (all those purring cats have a good share of responsibility, though)

I'm fine with Raz coming back since Raz is too awesome to die. and I guess I'm lucky I've only ever picked Varen to die in the story.
TBH Varen makes the most sense. He caused the problem by believing mannimarco, and he even offered and basically begged to be the sacrifice.
Oh. And Vanus Galerion. He's not a bad person but WOW is he ever annoying.
