There is an in game answer for the wayshrines. The mages guild uses it to fund their expeditions.
Auction house taxes go to your guild. Or you mean the bids? Those go to fund infrastructure like roads and social safety nets like all the public/boarding schools Tamriel’s children attend.

Does Pacrooti steal it?
Do the devs get to have all the gold for their characters?
Does it whoosh out of existence?
Is it poured back into the random items located through the world?
It would be cool to win some of it.
