Agree, now i could accept that something like an warden bear could spot stealthed players as bears can smell well and are pretty smart. But blastbone is just an throwaway animated skeleton.

AOE is also OK, seen people using walking barrages with caltrops and wall of elements trying to find hidden enemies as in this one.

Wait a second. If you are stealthed / invisible some one can cast it on you ? How ? No, I didn't try to see how they behave if the Necro used a detect pot either, I didn't want to waste him too much time, but someone else could try other interactions more sophisticated for sure

Anyway, even if it is casted before you enter stealth / invisibility it sound kinda broken to me. Pets / NPCs in ESO don't work that way. If you are in combat with them, and you go invisible they stop dead in their tracks and wait till you appear again...
We already have a sit ton of counters to stealth in ESO. And now we have a ranged undodgeable AOE that can follow you even if you are invisible cloaked ? LOL...So um, the only counter to it is block ? can AOE be blocked ? I think it can't...
Remember undagable warden birds ? How every one was saying that it is broken and it has no counter ? Well, now we have ranged projectile that is also AOE and ignores stealth / invisibility... With warden birds you at least could block it... here ?

Could it be the player had detect pots or one of the other skills that pull you out of stealth? Do you have a clip of it happening?
It's jumping at the player, is aoe skill, for me seems like working as intended. Also it your problem u build your "entire defense" around just cloak.

NPC/guard singletarget skills act like heatseeking missiles and breaks cloak.
Player singletarget skills aswell.
And siege does damage to you through cloak (atleast cold fire ballistas). It doesn't break your cloak but you take damage 'under' it.
