Yesterday got one additional after 2 hours of farming and another one after 1 hour...

I can see ZOS making substantially more money from selling fragments than from selling the actual DLC.
Clearly a cause for a ‘celebration’

I also wasn't able to get many parts for the Cyrodiil event either. It seems like there's a growing trend to make these events more and more complicated and ensure that players have a more difficult time getting all the pieces of any event reward.

I wouldn't say complicated, but more time consuming.
Which wouldn't be so bad if (1) there's a clear way to get the parts you need for reasonable time/effort and (2) if the event is guaranteed to repeat so there isn't scarcity-mentality sense of urgency to get it all done the first time around.

I think that's why they gave us 3 tickets per day. If the plan is for us to spend the tickets on fragments, maybe they want to focus on that instead of "small chance" of additional strongboxes.
Who writes their ad copy? Can they research their demographic a bit better maybe?
