If you nerf healing in PVP, you kill healing for PVE. So quit asking for nerfs because the team that you lost to was better than yours.
You can adjust PvP heals without touching PvE heals. They could actually increase PvE heals whilst simultaneously decreasing PvP heals if they wanted.
And OPs not wrong, the PvP heals in conjunction with some of the ridiculous broekn cheese builds are getting out of hand.

Can't you counter negate with another negate?
PvP is nuts with over healing atm. We need to cut all heals down, but by how much?

The main problem is roles OTHER than actual Healers being able to heal themselves effectively in both PvE and PvP (which is why the Healer role is unneeded in much of PvE content).
I would rather see an armor-based penalty (a la spellcasting in Morrowind) to healing where Light Armor has no penalty, Medium Armor has ~50% penalty, and Heavy Armor has ~75% so that especially Heavy Armor users cannot tank, DPS, and heal themselves at the same time. Then you could just abolish the Battle Spirit healing penalty.
It would simultaneously cut down on niussance playstyles in PvP while increasing the demand for Healers in both formats AND it would leave healing in PvE untouched (well, maybe RIP to the 10 Stamina Warden Healers out there).

PvP I don't know or care about. IF such nerfs are deemed appropriate in PvP, then Battle Spirit would seem to be the appropriate tool since healing nerfs to PvE are woefully inappropriate.
