So many good ideas, I just hope this thread is one that the dev's take notice of. WW's NEED a massive overhaul.
New powers, bug fixes, new passives, reduced cost, better devour..the list goes on and on....

This change alone would mean a HUGE difference imo, it would create awesome gameplay situations: during full moons packs of werewolves would hunt in Cyrodiil, other players would equip their Fighters Guild skills during such nights and go WW hunting...It would spice things up so much and give WWs something they could actually use and feel comfortable with.

EDIT: Also, resistance to CC based on werewolf level wouldn't hurt. Maybe a 2 lvl passive with 30% and 60%. Otherwise we're pretty much dead to begin with.

With only 60 seconds, you might as well use a better, more effective ability that costs 120 ultimate instead.

Awesome thread. Agree with you all.
Major disappointments of werewolf skill tree for me personally were:
- the time it takes to build up 1000 ultimate for few seconds of action
- no aoe or self healing capabilities. if i find myself jumping into a group of 3 npc i end up dead most of the time
- and of course, the lack of skills. 2 skills and no specific ultimate - what??
Seriously the design of werewolf is flawed ALOT. It has to be reworked. Not only its useless but has major drawbacks in pvp too.
And for some reason I can't seem to level my pounce and roar skills. They level very very slowly, even when I'm using it on enemies around my level and unlike transformation, these skills don't get quest exp. I can't even level it past level 1, let alone getting it to 4.

They should get quest XP, but yea they do level up pretty slowly. While leveling I just put them on my hot bar one at a time(so I had one useless slot). This way the one slotted would gain xp even if I wasn't transformed.
I didn't even know you can slot those abilities outside WW form
I mean you can't use them can you? That's just seem weird
Why not just let the get exp as long as you slot in the Transformation Ultimate?
I only read OP but felt that my comment was appropriate for this thread: I can't bite someone. They don't have vampirism.
I recently reached level 6 and went to the shrine in The Rift with them, used my ultimate, saw X Devour but upon selecting that option, nothing happened, the X Devour disappeared and the intended "victim" did not get their werewolf bite / scratch. I left and tried it again, and the same thing happened, I was worried it would be on a timer and at the same time hopeful that it would work a second time but again: the same thing happened. I was unable to turn the ally in my party of two.
