You make a good point because that means they have to draw that weapon for every motif in game. That is a monumental task that grows each DLC.
There are opportunities to use the current models such as sword and run being a magicka weapon line.

Imagine trying to farm a specific weapon that already has pisspoor rng (maelstrom inferno, lokke dagger, etc). Then take into account the extra new weapon types cluttering up the chances for it.

How about a one-hand and shield skill line that's offense instead of defense? Why do I have to be a tank? And to prevent balance issues the game could only allow you to slot skills from one line and not the other.
There are some opportunities to add a little more variety without an undue amount of work and without expanding loot pools(and diluting the chance of getting the item you want).
There are some other examples which have already been brought up like a one-hand and spell/rune which wouldn't require generating all the extra work for the art department.
Unfortunately it seems like players are never satisfied with balance for already existing weapon skill lines so we may never see any of these.
so if a "staff" motiv page not only have "staff" but also "polearm"
What about people who bought the motif book in the crown store or obtained it from guild traders?
What about people who got the achievement for completing a motif book?
Would they all just be compensated with spear motifs or would they have to go out of their way to get them?
