Because that person literally linked you to the article that answers your question, which you claim doesn't exist. They were just slightly slower than the first person to link you to it, and faster than me (who was also gonna link you to that same article).

Nowhere in that link DOES IT SAY THAT ESO + is not needed. Just because it isn't listed does not mean it isn't needed because companies like Zenimax would leaves details like that out using the assumption everyone just as ESO +, and use that as a reason why it wasn't listed.
As you can see your reply has no relevance to my question, or the reason i asked it. Again you're now on ignore

However, all they and myself have tried to do is offer some help based on the limited information posted in the OP/title. We can only assume you are trying to access the PTS since this thread is in that section and you did not bother to explain yourself. The sum of the title and body of the OP are extremely vague.

That's a terrbile design choice. I do not talk to quest givers in a new area I go into. A tutorial for Cyrodiil does not belong on an NPC in the form of a quest because a player has the possibility of skipping it due to their play style. Not wanting to pick up a quest such as myself becomes a problem there is nothing denoting it's an actual tutorial. People are acting like everyone must pick up every quest and cannot see how easily important things can be missed due to different people playing differently. Not everyone is going to talk to every quest giver they see for various reasons. and to act like someone is supposed to and it's their fault for missing the tutorial is dumb. It's the devs fault I missed the tutorial. and not because I didn't talk to an NPC quest giver. The game designer should deign the game with this type of situation and not from the I assume stance.There is a help section in the game, there might be some info for pvp. The issue isn' the link, the issue is is all the information someone needs in that link. If people cannot grasp the actual concept that a link to a page means nothing when all the information isn't given, and to not even read the reasoning I posted that comment means it's time to just start blocking people.

In fact I bet that if i do go back into Cyrodiil and talked to every NPC there is I still wouldn't have a clue as to the tutorial.

People who don't always talk to NPC's are going to miss important information (Such as what happened to me). But even still this situation shows that even knowing the NPC is the tutorial won't help. When a game designer knows there are people who won't talk to all NPC's, but disregards that play style, doesn't know what they're doing..The proper way to design a game is take into account all play styles, then program the game around that.
Again I am going to go back into the game and Cyrodiil and see this so called NPC. I am willing to bet the tutorial is bad and reflects the mistake of putting the tutorial in the form of a quest on an NPC. I could be wrong, but I don't think I am.
