Currently, off balance only has a 15 cooldown on PvE bosses, and maybe other PvE mobs. Players don't have this cooldown.
With the new changes, every target in the game, including players, should have this 15 second cooldown.
DPS shouldn't change in PvE, since PvE already had this, this mostly affects PvP. In PvP, this results in less off balance procs, and in turn less use cases of skills or mechanics that rely on off balance, such as the heavy attack stun on off balanced targets or the Power Lash proc being set up against off balanced targets, as well as an uptime loss on the Exploiter bonus.
