Explaination about Off Balance - PVE POINT OF VIEW

Hi everyone,

Can someone explain me how off balance works right now on live? (i know it is related to minor vulnerability but i dont really understand how it procs and everything)

And then Explain me what are the changes concretely in the new dlc? (i think i am not really understanding the pts patch note) and what the consequences in game? (more/less dps? more proc? does the the Exploiter from cp is now better?)

    Currently, off balance only has a 15 cooldown on PvE bosses, and maybe other PvE mobs. Players don't have this cooldown.

    With the new changes, every target in the game, including players, should have this 15 second cooldown.

    DPS shouldn't change in PvE, since PvE already had this, this mostly affects PvP. In PvP, this results in less off balance procs, and in turn less use cases of skills or mechanics that rely on off balance, such as the heavy attack stun on off balanced targets or the Power Lash proc being set up against off balanced targets, as well as an uptime loss on the Exploiter bonus.

    When we talk about cooldown, you mean that a skill is procing off balance debuff (for exemple elemental wall) on a player

    And some skill are consuming this debuff?

    Its a good change, I've been abusing the overwhelmingly over performing nature of off balance since that buffed it years ago.

    They do need to figure out what to do about mag dk though
