SMH HERE WE GO AGAIN. You're making a change that destroy a unpopular play style to balance a popular playstyle. Eso you cant just go and change something and not see how it domino effects others. I have been a loyal off balance lightning build for years. Before d swing and before new development team.
I get that its unpopular to be a heavy attack pet sorcerer. Which is why I been nerf into the ground but I been here nevertheless. Playing and paying for ESO plus. I'm a hardcore gamer not a new dlc tourist. So why do you find more creative way to upset a loyal gamer or customer.
Your off balance change will not only effect 2 h builds but it will DESTROY HEAVY ATTACK BUILDS in pvp against any user with a purge or cleanse. This will encourage more face tanking builds and make templar even better. Templar tank while have insane burst is high enough. You basically don't have to line of slightly or be aware of your environment.
You just have to face tank all damage and attack on your terms. So if off balance CAN simply be purge off or cleanse plus a cooldown. This will destroy any heavy attack weaving build. You need to adjust purge/cleanse abilities to not remove off balance if a off balance cooldown is going to be the new direction.
Otherwise TEMPLAR WILL BE THE NEW OVERPOWERED META. PLEASE FIXTHIS ISSUE before live. Otherwise you WILL have a forum full of thread about this after the patch goes live. This off balance change is given WAY TO MUCH POWER TO A CLASS.

Purge and cleanse is already overpowered vs a heavy attack lightning build. For some reason unknown. Purge/cleanse breaks heavy attack. Which is silly because it's a direct damage attack. So with a cool down on off balance. Templar will have cleanse and destroy the whole playstyle. This is unacceptable. There is other playstyle then just class focus builds. This change will destroy a playstyle in pvp. Enough is enough. This change is NOT BALANCE and rewards player to NOT BE OFFENSIVE.

This is one of many issue. Any heavy attack in the game is the biggest Commitments of direct damage in the game. This is true because your committed to the damage. The same is true for lightning heavy attack its direct damage because I'm commit to the damage and locked in a animation. Or to Simplify I THE PLAYER IS DOING A DIRECT ATTACK. The dot element is Irrelevant, for I THE PLAYER IS DOING A DIRECT ATTACK. THEREFORE ITS DIRECT DAMAGE. Not just the last attack of lightning damage but all of the attack.

Attacks are either direct damage, or damage over time. Lightning and restoration heavy attacks fall under damage over time, pretty self explanatory. So the DoT element plays a huge role in deciding if it is direct damage or not, since everything that is not DoT is direct damage.
