It's a relatively free extra damage shield
After some thought, I actually think this set is good. I think it would be great with an 8s CD, but maybe more PvP-centered individuals would tell me how imbalanced that would be.
I come from a PvE perspective. Right now, I use Invigorating Drain a lot for ultimate. So, I slapped on Cyrodiil's Light to help. You might think 15% less damage while channeling can, at times, amount to a lot more than 3k. Sure, during trash pulls--but there's little challenge in that. Also, that 15% is only during the channel. The moment it's done, I gain nothing. If a boss is going to heavy attack, there's no way I'm chancing 15% keeping me alive over blocking. This helm (a slot I use as a wild card) would allow me to ditch Cyrodiil's Light and pick up the new Bani's Torment HEAVY armor (much appreciated over running Light). Since Vykosa is getting changed, I don't feel as strong of a need for it with my current build.
If it feels bad for your needs, it feels bad for YOUR needs. I welcome this helm. Again, changing it to a 8s CD would be better, but that's why we test.

Iceheart is on critical damage. Out of my 4 examples, 1 is very unlikely to crit and 2 don't even deal damage. I've heard of Iceheart. I just consider more things before opening my mouth (or flailing my fingers).

P.S. Consider these other scenarios:
1) Using Channeled Acceleration after grabbing something important in PvP (ball, relic, scroll).
2) Rite of Passage for even more survivability (that 3k could really save you).
3) You know Nightblade's Death Stroke is a cast time too, right? .4s. If your stealth goes south, this little shield may be quite handy.

Iceheart is basically procced on cooldown and has a 6 second cooldown and duration (instead of 10) deals aoe damage in addition to the shield and also has a larger shield size. I haven't seen this new dungeon yet, but I'll assume that Iceheart will also be easier to farm than a vet DLC dungeon.
Someone describe to me the niche, edge case scenario where this new set is better than Iceheart.
I'm trying to think of the cast/channeled ability that would proc this, too. Um... maybe a Templar jabs or dark flare? Sorc casting Dark Exchange or perhaps hard-casting frags?DKs don't really channel/cast. NBs don't. OH! A Warden could summon their pet!
