The reinstall will come with the patch when it goes live. Pts will have to be redownloaded when they do it next week most likely part of the testing. I haven't seen one yet.
A lot of the space gained is supposedly from the deletion of duplicate and unused assets as well as the recompression of necessary assets in a newer, more efficient format.
If the file names and code remain in place, then the size change itself might not impact add-ons very much. But of course there might be API changes with Update 25, whether related or not. We will know more when the PTS updates in under 24 hours.0
