What is the date when we will need to re install the game?

The reinstall will come with the patch when it goes live. Pts will have to be redownloaded when they do it next week most likely part of the testing. Going by what they said on alcasts stream I was watching that to see about the sword and magic rune and they mentioned it.

I haven't seen one yet.

A lot of the space gained is supposedly from the deletion of duplicate and unused assets as well as the recompression of necessary assets in a newer, more efficient format.

If the file names and code remain in place, then the size change itself might not impact add-ons very much. But of course there might be API changes with Update 25, whether related or not. We will know more when the PTS updates in under 24 hours.
