Every motif that's earnable in-game has an achievement associated with it. And the achievement will tell you exactly how that particular motif is acquired in-game.

✭✭✭@EternalDiva Chapters (or rarely the entire book) can be found by completing Sacraments for the Dark Brotherhood.
Sacraments - These quests will take you to instanced areas to assassinate a target. A Sacrament quest can be accepted once per day by speaking to Speaker Terenus in the Dark Brotherhood Sanctuary. They can only be tackled solo, meaning only one sacrament can be completed per character per day.
To improve your chances of a page drop, you need to remain unseen and leave before the overseer arrives.
Your other options is traders: since we already got several TG n DB events, the pages aren't rare and consequently the prices aren't high.
