As others have pointed out, whether someone took everything or not, the respawn timer starts when the chest is touched. And you will know immediately if someone was there before you since the prompt will say "Use" instead of "Unlock".Maybe the bigger issue is why there is “trash” in the chest to begin with. It would be nice if ZOS looked at the contents of both chests and that stolen loot thingy. Both those things are getting kinda’ stale. It would be cool to add maybe transmute crystals, undaunted keys, tempering items based on level of chest, etc. Just a thought..
One man's trash is another man's treasure. Just because all you want is a MS Inferno Staff doesn't mean that the items that are in the chests are useless to other players.
Then, please take all the contents of the chest like me (although I do not need this trash, but a think for other)

False. Really? Huh, because I see the opposite every damn day when I farm. Interesting. Also, the only people I ever hear say that it's not true are those who want justification for leaving trash in nodes.

Yeah. I don't care if something's been cherry-picked and the rest left (okay, I roll my eyes....) And I clean up after those who do the cherry picking.
I had some person whisper me a year back maybe, laughing at me for cleaning up ta and oko from a runestone. S/he was like - ha, now I can come back and get the good stuff again real soon.

The audacity of people who come up with self constructed ethic rules and detailed instructions on what other people have to think about and what they should do in order to ensure their convenience and pamper their **** never fails to amaze me. So everyone is supposed to:
Pick up crap you don't want.
Open your inventory, scroll scroll scroll.. right click, destroy (oops... wrong one).
Think ahead (!) and manage your inventory before you even move out so you're not running out of inventory space.
All this to save YOU from the possible dissapointment of opening a chest that has already been looted on the odd chance that you arrive 2-5 minutes after someone touched it. And if people refuse to follow those orders, they are of course ignorant and selfish, according to the laws of the white knights with the holier than thou attitude.

Yours is bitter and salty that someone would have the audacity to suggest you be considerate of other humans. And this one, well its a teaching moment. Have a little consideration for other humans and you might find it to be positively rewarding. Its Karma and it is great at teaching. Some people are just really slow learners sometimes to the point of Darwinism.
