ZOS will have decided long ago where the chapter will be set. Honestly it's not beyond reason to suspect they had the plot for next year's chapter decided years ago. Possibly even when the game only just came out.

Personally I'm absolutely neutral where a Skyrim chapter is concerned. If the story is done well I know I'll enjoy it and that's the primary thing for me.
My reason for not wanting it now is the same as @Tommy_The_Gun's, performance. I would much rather they do something else until they were sure those performance fixes they're working on actually did what they were supposed to before rolling out Skyrim. Because a Skyrim expansion would mean a massive influx of new and returning players wanting to see it. EU server is still wonky, Activity Finder still isn't working properly and is threatening to burn down the server at peak population times and apparently pvp is... um yeah, we all know that.
So my concern is that the servers, and not just PC/EU, won't be able to handle the added pressure as they are right now and we have no proof, and personally I have little confidence, that they'll burn down completely. That's why I don't want them to do Skyrim next year.
They can play fallout with friendsBecause people wanted to play Skyrim with Friends and not ESO

Not quite interested in a Skyrim chapter... Maybe a Hammerfell chapter or the Gold Coast would be OK... Although a Solstheim chapter could be something I would like to see.
