No. One reason I won't play a necromancer is because of the illegal skill bs. Don't infect other classes with this bs.

Less skill available in towns could maybe help to reduce overall lag and increase a tiny bit the perfs ?
The server would have to handle less pets etc.

The Justice system should be more robust, and some things should be illegal in towns and hubs.

But what we are and will be getting is piecemeal additions with nothing of it being applied backwards.

    f.ex. Daedric Summoning.

No, when it comes to Pet skills.

    1. There's a huge difference between restricting a class's skills from the beginning vs taking away skills that classes have been able to use everywhere for years. You want to take away abilities that Sorcs and Wardens have been able to use freely for years, ignoring other less intrusive solutions like fixing interactivity or shrinking hitbox size.

    2. Daedra in cities is lore-friendly, or at lest completely accurate to the gameplay in other TES games. The good folk of Tamriel didn't GAF when I summoned daedra during the Oblivion Crisis, when daedra were pouring out of the Deadlands. Conjuration of Daedra? Pretty normal for Tamriel mages.

    3. There are multiple cities with combat-required quests. The justice system requires combat if you screw up. Dueling is not restricted in cities. See #1 for wanting to take away abilities from classes who have been able to use them freely for years.

I want ZOS to explore other solutions:
    Fix pet interactivity
    Shrink pet size/hitboxes for PVE
Easier, more obvious pet dismissal commands

I would rather that ZOS actually fix the root of the problem for everyone instead of enacting a blanket ban that pleases the vocal complainers at the expense of players who actually use their pet skills.

Considering there's no way to put pets away once summoned, this is probably one of the worst ideas I've ever heard.
    .
There is a way to unsummon, open char screen and right-click on summoned pet effect. Or just install addon and bind unsummon to any key you like.

alright so there is a way, it's still an awful idea that I'd have to open up menus and dismiss my pets everytime I dare set foot in a town. Game is fine how it is. Don't break what isn't broken.

After the release of Necromancer, I feel that more skills could be Criminal Acts. I know it might not follow the current lore, but I think there's a way to have more skills be considered illegal.
Weeeeellll... some of it could follow lore.

Mechanics-wise the issue is that Criminal Act skills give you a bounty no matter where you use them, as long as one lawful NPC sees you. Which can sometimes be iffy, like when fighting around NPCs...
Werewolf and Vampire Skills: I think being a Werewolf, being a Vampire in Stage 3 or 4, or being caught feeding on people or using Bat Swarm in cities and towns should be a Criminal Act.
    Agreed.

Any werewolf transformation ought to be a criminal act, and any transformed werewolves should automatically be considered "kill on sight" by the town guard. Easily avoided by just not going furry where civilians can see you, yes?

Vampires... well... here I would want to see an "detection chance" triggering the "kill on sight" response as the city guard comes after the "bloodsucking fiend" with stake and torch, depending on vampirism stage (say, 20% at stage 1, 40& at stage 2, 80% at stage 3 and automatic at stage 4...); AND also a new toggleable "masquerade" skill that lowers appearance and with it detection chance by one stage (meaning if used at stage 1, it would lower detection chance to nil, and restore "mortal" appearance - exactly like Verandis Ravenwatch uses at the first meeting in Shornhelm).
And of course all "vampire!" skills like bat swarm or mist form could be criminal acts, as should be feeding from people... but since attacking innocents is criminal anyhow, well...

BUT, to balance, there -really- also ought to be a vampire-only sanctuary with all the goodies, vampire merchants, vampire themed sets (lord & cloak? One sold, one craftable?) crafting stations, etc. Possibly expanding the "vampire initiation quest" sanctuary with such... a place where they can drop the masquerade and let their fangs hang out, so to speak...
Sorcerer Skills: Just like it's illegal for Necromancer's to bring the dead to life , so should Summoning Daedric Pets.
...at least without a city council approved license. ;)

I mean, we DO see NPC mages occasionally having a daedra on their leash... but that could be explained with them obtaining a special dispensation from the mayors office, which is only granted to city residents with ten years of clean record, and not to wandering adventurers who might do divines know what...

Should be easy enough to implement - just auto-unsummon all the beasties upon entering the city, and make resummoning them within city areas the criminal act.

BtW, the same should apply to wardens bringing a frigging bear into town without a large predator license!

However, just having them out should NOT be a criminal act, since out on the battlefield, innocent NPCs would not be worried about a sorceror or warden sending some beasties into the fray to rescue them from some monsters - while they -would- be worried about a necromancer, vampire or werewolf, since in their eyes, those are monsters too, and possibly worse ones. After all, a wandering troll or bandit would only kill them... necromancers, vampires or werewolves though, they might steal their very soul for their daedric masters or whatnot...
Nightblade Skills: Aspect of Terror and Summon Shade should definitely be illegal.
Aren't both of those attack skills in their own way anyhow? Attacking innocents is definitely illegal... but practicing combat spells is not, so as long as they don't cast those on some citizen, but onl at a flower pot or something... no harm, no criminal act.
Dragonknight Skills: Dragon Leap and Reflective Scales should cause all towns folks to be scared and frighten, hence, should be illegal.
Same there. Tamriel is a world full of magic, people would not be frightened by someone magicking up wings for a moment - as long as they don't pounce on some innocent bystander that is.

No, no... don't -disable- it, make it a Criminal Act! Within city limits anyhow, because we know what happens when you duel within the city...

No, it should not. If we allow for that, then moment later we will have some one saying:
Wait, isn't it wierd that people run through town with their weapns equiped ? It is immersion breaking and not realistic and would be illegal in RL.
Actually, it would have been -quite- realistic and legal throughout a lot of the real-life middle ages.

    ?

Feeding on people is considered assault and will net you a bounty if you do it. Although, that's only true when you do it to civilians. Then again the only time a citizen is in range of witnessing an enemy NPC getting bitten is when they are in direct danger from said NPC. I wouldn't mind getting saved by a vampire if said vampire didn't attack me next.

I've been playing petsorc lately and I'm fine making the huge obscuring flabby and scaly giant chicken illegal in towns.
(Or just scaling em to 1/4 size or something.)

Edit: PC so I of course have the addon to dismiss pets with a keystroke. But that really should be added to default UI.
Edit2: For quest combat in town I'd assume pet users will manage like necros have to. Either do without or eat the bounty.

There's a nice addon Pet Dismiss which lets you bind a key (I use F5 since my pet summons are on 5) to instantly dismiss all pets. Doesn't help consoles, but meh, their lives are hard.

My current-main Necromancer occasionally gets a bounty for using corpse-summoning powers around law-abiding types. OK, fine; necromancy is the most revolting, horrible practice, usually only done by villains (and I guess still is, given my murder count). It's reasonable for NPCs to be upset by seeing me pull up a blastbones to kill a skeever.

While it's weird that vampires can walk around in sunlight in town, most are capable of wearing some level of armor or disguise so people won't see; I cover up my eyes with the goggles or a full face-mask or a deep hood. Using vampire skills should absolutely be illegal, as should werewolf transform.

As for the kids who don't want any limits on their abilities, go play in Cyrodil or Coldharbour, or a dungeon or arena. No bounties there. The overworld isn't dangerous, so it should at least be in-character role-playing.

I agree that transformed werewolves and stage 4 vampires should be attacked on sight in cities, but I do not think it should be a "crime" per say. No bounty added or anything like that. Just AAAAAH A MONSTER KILL IT NOW

They wouldn't be able to tie it to your character because I mean how can you tell who a werewolf is?

I didn't make this post because I'm against players using pets. I made it because I think the Criminal System adds to the element of role play. I do agree that all use of pets, including the Warden's bear, could be illegal to have in town. Would there be a visual benefit to other players? Yes, but I also think that seeing Demonic or Outworldly creatures, Large non-domistic pets, Vampires, and Werewolves walking through town would alert guards and should be as bad as picking pockets and killing civilians.

I know this would be a hindrance while playing, but what's the point of role-playing. Heck what's the point of having a criminal system. We could make Necromancy legal as well as every Ledgerman, Thieves, and Brotherhood Skill.

See #2. Daedra summoning in town is lore-friendly, or at least perfectly in line with the gameplay of previous (future) TES games, including TES IV Oblivion, where people are experiencing a full-on daedric invasion not that different from the Planemeld. No guard cares as long as my daedra don't hurt any civilians or guards...pretty much exactly the same as in ESO.

So no, I don't see any support for your idea that summoning Daedra who aren't harming anyone ought to be as bad as pickpocketing or murder. That's just not the case in other TES games and its never been the case in ESO. Your roleplay ideas don't trump the lore or gameplay of actual TES games when it comes to summoning daedra in public. That's always been fine as long as the summoned daedra wasn't attacking innocents or guards.

You've got a better case with vampires and werewolves, who actually did get bounties among other interaction penalties under certain situations in previous games. That doesn't necessarily mean ZOS will implement that as an extension of the justice system, but it does mean there's at least precedent in other TES games.

I think making these skills Criminal Acts would add more to the role playing experience, like they did with Necromancer skills. It'll also keep down the amount of Daedra running around town. I always felt Daedra being legal was just a way for ESO to explain their initial inability to explain how player having Daedra, but since they now have a criminal system, I think this would be a great use.

    Thoughts?

Feeding on people will get you attacked if caught.

There is a difference in animating the dead and summoning a Daedric pet. People tend to react a bit more harsh perhaps when they think you might be calling up grandma.

I don't like how this plays in an MMO and restrictions like stages of vampirism seem crazy to me.... not fun or cool but just a pain and narrow-minded. The quests have good and bad vampires and it is sometimes acknowledged if you, as a hero, might have vampirism. A binary "vampire = bad" concept in towns in ESO would disappoint me.
My #1 wish for ESO Today: Decouple achievements from character progress and tracking.

I don't think anything people have passively up should be illegal. This means pets shouldn't be illegal nor vampire stages. Necromancers don't have to think about entering a town, they only have to think about not pressing the wrong button. Which can easily be accomplished by ensuring that the buttons you're using in menus are not the same ones you've bound a criminal skill on.

That said if they want to make other skills that require direct input like werewolf transformation illegal, I wouldn't care.

Vampire feeding is already illegal in town because it's a direct assault. The same is true of summon shade, iirc.
