So when did they change it, because I know years ago you could only get it from the upper area.
Yes, although the drop rate seems to have plummeted since they expanded the area Nirncrux can spawn in. Or maybe I've just had incredibly bad luck, but it didn't use to be as hard to find it before as it is now. I guess they expanded the area but didn't adjust the drop rate to match, so you end up with a lower RNG chance? I don't know.

To be fair, I haven't been to Crag for too long except to just run around looking for mats, and the nodes are pretty few and far between, but I've only gotten one each Nirncrux, both from clothing nodes, and both in the south.

That’s always been the case, @CaffeinatedMayhem.
Since Craglorn debuted, you could get either potent or fortified from all equipment crafting nodes (ore, cloth, wood) and Craglorn equipment crafting survey nodes.
There are (were) many other urban myths out there about nirncrux ... such as finding them on alchemy nodes (which is not true).
