I saw ZOS_JessicaFolsom in a previous discussion (http://forums.elderscrollsonline.com/discussion/79528/error-209-after-patch#latest) tell us to delete all .version files in the game's sub folders and try repair again if the repair failed initially.
That started a 22gb download, so I thought it wasn't worth it and restored the three .version files from my recycle bin (Right click -> restore) back to their respective folders. This completely solved the problem for me and my friend, so it may help some others too.

    Don't actually delete anything. The download and "tricking" the system is not necessary.

    Yes, until I restored the .version files and then the error went away and I was able to log in as normal.

    It's completely random if your launcher opens correctly. It may work randomly when you open it but show the same error the next time it's opened.
