Those are all in the game though. Except they don’t race horses, it’s different animals.

Trying to speak for the community at large in all caps usually doesn't go over well. May want to work on your delivery.
Now that that is out of the way. I could see some ingame gaming done, but not as a grandiose casino. What I could see is a table at taverns with a dealer, that players could belly up to and play against each other and the house with their ingame gold. The game would need to be made up for Tamriel and not something that really exists in terms of what we typically would find in a casino. They could take it a step further and sell a rendition of the NPC and table for some home use. Allowing players to raise limits and host their own gaming nights.
The caveat to introduce any sort of gaming like this:
ZeniMax would have to officially denounce and punish gold for Crown trading, and it would take a proper exchange of the table for any future development. You can't have ingame gabling that in any way can be tied to real world currency. Too may state and international laws on that issue that would land ZeniMax in many long and expensive court battles.

They will NOT stop crowns for gold. That is money in their pocket. That’s why you won’t see gambling with gold in the game.
