Pretty sure that would require them to up the esrb to R+, since gambling is restricted to adults in a lot of countries.

"Surprise mechanics" have killed that kind of fun in games. Publisher has to pretend to not support gambling so they can keep selling lottery boxes.

In-game games of chance between players would be fun. Simple dice and card games come to mind. It does not need to involve any betting, and it would make for interesting RP settings. It would have to be implemented by ZOS in a manner that could not be influenced by add-ons, though.

The best we have now is "Rock, Paper, Scissors", Tamriel style, and that is only in the game because they can monetize it. These things, to really be successful, can't filter through the Crown Store. So, do I see ZOS doing any of this? Not a chance.

Indeed, and it would be really nifty if every major inn had two of those... one for playing against an NPC champion, and another for friendly games against your fellow players. Coming in various flavors, with each inn having some... so for example, they might have a PvP arm wrestling table and a PvE dartboard in windhelm, PvP dartboard and PvE drinking competition in Riften, PvP boardgame and PvE juggling competition in Ebonheart, PvP drinking competition and PvE boardgame in davons watch, PvP cardgame and PvE arm wrestling in Narsis, PvP mages contest and PvE cardgame in mournhold, PvP juggling and PvE mages contest in Stormhold... etc.

Also, there could be a lot more (mini)games all around the place. Horse races in the hammerfell desert, brawling rings in skyrim, mages contest games in summerset, whatever... and there are quite a few "gambling" instances that are quest-tied but could be opened to free gold betting after quest completion... lizard races in the alik'r, frog races in auridion, pie eating contests in windhelm...

Those are all in the game though. Except they don’t race horses, it’s different animals.
