There is no argument. It's personal preference. And, if you read the beginning like a few other recent posters DIDN'T, I'm not using it where it affects other players. Not only is it not hard to do, I play this game as if it's single player/co-op. I became bored constantly playing Skyrim and taking in hundreds of hours of gameplay. So, while I wait for the next entry, I play ESO as if it were Co-op, at best. Meaning, no interactions with other players besides people I know. Being min/max and such has no real effect on me when playing Elder scrolls games. So, to recap, If you didn't read the entire beginning of this post... Just don't post at all. Because it's counterintuitive and just a plain waste of time.

It's possible as a werewolf. My main mostly uses one bar (his off bar are just buffs or debuffs for the enemy), and especially more so once he turns into a werewolf (since you only have one bar in ww form).
Works very well for normal content and I can solo almost anything within reason. (Can't solo specific dungeons due to OHKO mechanics it has which requires another player to be with you).
Go werewolf and use this setup:
Arms of relequen perfected or non perfected
Briarheart
Chudan 1 heavy 1 light
Tristat food.
I managed to solo veteran falkread hold with that build
Stamsorc orc if you want damage, or khajiit if you want survivability, you get more heals as khajiit but a little less damage
