This is my biggest critique of the "Ruleset system." During the auditing process, these abilities are fundamentally changed to FORCE them to fit within the established rulesets.

Not all secondary effects are equal, so balancing the damage of ALL single target dots doesn't really make any sense. It's consistency for the sake of balance in a spreadsheet, not in-game.

So ZOS finally fixed Shade and added 50% cost increase on it last patch. They are now nerfing damage by 42% (whatever) and range by nearly 25% (NOT whatever) because they want it to fit into their gap closer/creator ruleset.
Meanwhile, Sorcs are generally regarded as the most mobile class in Cyrodiil, right? They recently made Streak/Ball of Lightning unblockable, reduced the stacking % cost increase from 50% to 33%, are making the stun apply in the destination area of the ability + increasing the stun radius by 50%, and now they're giving Ball of Lightning 50% more uptime on the ridiculous spell projectile absorb AND 2s of snare/root immunity? WHAT?! AND giving mag classes a set that gives 20% move speed upon shield cast?
Is it just me, or is there a MASSIVE disconnect here? I feel like I'm taking crazy pills~
Their disconnect with the game is pretty obvious. I mean, they even forgot to increase streak range to 22 to match their gap closer/creator rule set. And the dmg is still below their direct dmg aoe standard (i think?). Such glaring imbalance. How dare they!
