I actually think it is a sneak performance enhancement. It will limit the number of groups who can arrive at a keep defense or capture in time, which should lower the amount of lag and strain on the server.

Its also a huge disadvantage for new players in Cyrodiil who may not have maxed their mount's stamina.

It was a design feature, not a bug.
But as usual, the PvE crowd has to suffer because of PvP.
I think I'll play Dragonhold to finish the storyline, then I'm out of here. ZoS really needs to sort their act out...

Never trained Stamina on any of my characters, because it wasn't needed.

Can we please just get mount training shared across accounts? I mean CP is shared, gear can be shared, spending 180 days per toon just for mount training is kind of ridiculous.
