There’s currently some merit to casting very long duration skills on back bar if they have a total tool tip that is greater than your spamable. That’s if your class has one. Let it run for it’s full duration and don’t worry too much about a few seconds of down time.
The problem with standard 8/10 second dots is that any early casting makes them a dps loss compared to using a spammable. And that’s at the cost of a skill slot that could take a passive buff/aoe/utility/heal skill instead.
Dots cast on the back bar typically have much weaker stats from buffs, compared to front bar. Front bar typically sees more weapon damage, DW passives, and often better set bonuses.
Therefore, dots doing only 1.25x that of the spammable, if slotted on the back bar, probably aren't better. And as you point out, if you recast early you are guaranteed to have it be weaker.
I believe it is a combination of these factors that are making people just cast hail / blockade on back bar, and swap back to front

As I’ve always understood it, dots inherit the stats of the current bar for each tick. Back bar hail/wall are purely to proc weapon enchants and vMA weapon effects on cool down. They’re effectively now buff skills.
You can then load front bar with passive buff skills like inner light, camo hunter and fg skills that you will never actively cast. Stay on front bar for as much of the rotation as possible and minimise trips to back bar to make the most of the front bar buffs and set bonuses.
