zos has admitted that pretty much nobody does the vet dlc dungeons or vet trials. There are more people doing writs than both of these ENDGAME activities combined.
combat needs to change because eso has the most exclusive combat system in any mmo ever.
I play with 280-300 ping and I can LA weave/AC. Obviously not quite as fluidly as someone with 80-100 ping but still well enough. If you’ve got higher ping than that you would probably benefit from the right VPN/routing service, revamping your network connection setup, making some network tweaks or all three. If you’re just stuck in a really remote place then that’s just unfortunate.
My favorite tools for maintaining a stable connection are as follows:
Mudfish VPN: pay per use, amazingly good rate seems to work best from Asia and AU. Takes some tweaking and testing of nodes and modes. Good for people who are comfortable messing around.
TCPOptimizer: a free program that will automatically make some registry edits to maximize data flow and other things.
General tweaks: turning off all the power saving modes on your Ethernet port, making sure you don’t have any background updates, flushing your dns cache regularly etc.

There was some dude who travels and plays from his laptop. Depending on where he played from it made up to an 8k difference in dps.
So it tops out at about 15% dps, so nothing earth shattering unless you’re pushing scores, but enough to damage someone’s epeen.
Class also matters too, those dependent on weaving (stamsorc and NBs) are harder hit.
LA weaving is also here to stay, ZoS has been doubling down on incorporating it into balance and mechanics.
