So? Do you need resistances when you are not taking damage? You wont get bursted 100-0 anyways unless you are reeeally out of position which by then it doenst matter.
At 68% health Pariah = old Brass in resistances, and reaches the max at 33%. It is just better. I tested both and man Pariah just feels much better for general survivability.
Best issue with BRass is that is crafteable and you can make it Light or Medium; getting all the advantages of such armors passives and still good resistances like Heavy. Best of all words. Pariah is Heavy. Brass is/was far superior to Pariah for this, and thats why it was nerfed. My Sorc has around 26k resists unbuffed on no CD in Light armour.

Note: perhaps "kiss curse" could save Fortified Brass set ? You know, some disadvatage, just like their new set gives 5% increased cost of your abilities. So it could be something like 5% lower movement / sprint speed for Fortified Brass ?
What is it with the "hurr durr power creep". Sure, it looks awesome but mind that you might have to swap a dmg glyph for regen or cost reduction, then it becomes somewhat comparable to basic sets like hundings:
HR: 299 wpn dmg + 1096 stam (10,5:1 ratio = 104 dmg) = 403 weapon dmg.
NMA gives 481 + 129 = 601 set dmg - 174 (swapped out non-infused jewel glyph) = 436 weapon dmg.
If you can manage with 5% higher costs, then kudos to you. Most people don't tend to over-regenerate.
Um, that's not how you compare sets.

You're comparing a set vs a set minus a glyph..
The way I see it vs. Pariah is that with Brass you can take expected damage at all times vs. all the other sets in comparison (and swift is a PvP-only set).
The power to predict exactly how much damage you will take or do in PvP combat after a single exchange is extremely valuable, and exactly why I don't use proc sets in most of my builds unless I can keep the buffs up at or near 100% of the time.
Pariah gives a buff that scales when your hp is lower. While it seems strong on paper, its not going to help in reality vs. anyone when you're already in execute range or already dead because the damage was timed all at once and you went from 100% to 0%, or got CCed at low health. That's exactly why Brass is more popular.
Other defensive sets need active proc conditions to keep up, meaning they have a cost associated with the resistance buff. That's also a lot different than the current Brass on live, and likely why ZOS will not touch them.
Swift is a set meant for PvP, so I doubt ZOS will bother touching it. Also it has a mag bonus, and provides % based reductions which now have a cap and don't have secondary functions associated with them through sets (see Alessian Order, which might get nerfed itself in the future once ZOS realizes how this is really being used).

Pariah outperforms all other defensive sets once you drop below 68% HP. Pariah is by no means a weaker option compared to Fortified Brass, even on live.
