Why are there still worthless sets in this game?

Why is there such a short list of sets that are actually worth picking up?

    There will always be just a handful of sets that numerically rise to the top as the best pieces. Many sets can be used in various ways. I would say there are very few that are actually useless, and that is something that they do look at and change. Just look the the patch notes for Scalebreaker, there where and handful of sets that got reworked.

    zos is simply horrible at balancing - and nerf everything into the ground that could challenge the meta... for some weird reason instead of build variety they want to keep a specific meta alive

    example - dro zakar set - before the nerf it was decent - not op, not meta, just decent and could lead to some nice build variety by allowing decent 2h/dw builds - but NOOOOO SIRRR ...of course zos nerfed it to the point where its hardly better than hundings...

    Because people don't think for themselves and they just copy the top 3 builds from the tinterwebs and then complain about how everyone looks the same and runs the same gear.

    Most of the sets are of use to someone, your trash is another players treasure ...

    For some reason, I have an attraction to the Lamia set. I really want to use it but I know it's underpowered. So I have to ask myself if I want to use an underpowered set simply because I like the 5 piece piece bonus and get used to being wiped in PVP, or stick with the top sets that other people are using.

    I'm actually saying to ZOS, there should be no bad/weak sets in the game at all. Before you add new sets, fix the old ones.

    Not being BiS does not equal worthless. More often than not, the difference between BiS and not BiS is minute.

    If you are getting "wiped" because one of your 5 piece bonus's is 1% below BiS the problem is not with your gear.

    Theory Crafting is a fun way of combining sets, skills, rotations and myriad other factors in the game to come up with your own custom build. Fortunately, most sets are relatively close together as far as functionalities go. Granted some are better than others somewhat, but not by so much.

    If you like one set over another and it suits your playing style, it should still work nearly as well as the set it is replacing---within limits. There will always be the "flavor of the month" sets recommended by a majority of players that conform to the ever-changing meta. The trick of serious theory crafting is to find your own potent combination that equals or exceeds the meta to your satisfaction.     That being said, the only sets I keep are the ones that are the most difficult to obtain, and may serve some role in planned or unplanned future builds. Sets I can farm relatively easily I either give away, sell or deconstruct.

    one mans trash another mans treasure
    just cause you dont like them doesnt mean you can destroy them.

    It's impossible to balance however many dozens of sets exist in this game. Especially because the rules of the game and the various metas change with major updates every few months which makes useful a moving target. It's simply not practical.

    And because ESO is played in so many different ways ([ultra-casual/casual/core/hardcore] [solo/group/raid] [overland/instanced] [pve/pvp]), a minor tweak to make a set useful in one use case might make it OP in another.
